On 5 April 1996, the Office of the Commission for the Management of Land Traffic (OCMLT) concluded that the former northern bus terminal should be developed to be an inter-modal terminal to provide efficient traffic flow. As such, an additional ramp linking the bus terminal with Wiphawadi Rangsit Road or Don Muang Tollway must be constructed to serve inter-city bus traffic. This is to avoid traffic congestion on the surface roads.
The development of the former northern bus terminal at Mo Chit to be an inter-modal terminal is considered to conform with the policy of the 8th National Plan. This policy states clearly that
“A central station must be
constructed in Bangkok for integrating MRTs and other transport systems. The excellent access to/from this terminal must be provided."
